ОЦЕНКА ВОЗМОЖНОГО УЩЕРБА ЗДОРОВЬЮ НАСЕЛЕНИЯ ОТ ВОЗДЕЙСТВИЙ, СВЯЗАННЫХ С ИЗМЕНЧИВОСТЬЮ И ИЗМЕНЕНИЕМ КЛИМАТА

Аннотация. Рассматриваются методические подходы к оценке возможного ущерба здоровью населения от климатических изменений и их последствий, прежде всего – от воздействия температурных аномалий, включая волны жары. Обосновываются ограничения указанных подходов и алгоритм расчетов экономического ущерба от избыточной заболеваемости и преждевременной смертности населения, обусловленных упомянутыми климатическими факторами. Предлагаются уточнения в действующие Методические рекомендации Роспотребнадзора от 2011 г., включая способы расчетов. Приводятся примеры оценок ущерба от избыточной заболеваемости и преждевременной смертности населения от волн жары.

ASSESSING POTENTIAL DAMAGE TO PUBLIC HEALTH FROM IMPACTS ASSOCIATED WITH CLIMATE VARIABILITY AND CLIMATE CHANGE

Abstract. Methodological approaches to assessing possible damage to public health from climate change and its impact, primarily that of temperature extremes, including heat waves, are contemplated. The limitations of these approaches and the algorithm for calculating economic damage from excess morbidity and premature mortality caused by the above-mentioned climatic factors are substantiated. Improvements of the operational Methodological Recommendations of Rospotrebnadzor of 2011, including calculation methods are introduced. Examples of assessments of the damage to human health in terms of excess morbidity and premature mortality from heat waves are considered.
