Работа нацелена на изучение количественных и качественных методов идентификации кластеров, наиболее часто используемых в международной практике в качестве основы разработки кластерной политики. Раскрывается основное содержание выбранных методов, анализируются их особенности, преимущества и недостатки, а также способность адекватно выявлять наличие всех элементов кластера и уровень их взаимодействия. Предпринимается попытка оценки перспектив использования рассмотренных методов и их комбинации в условиях отечественной экономики для получения максимально точного представления о кластерных портфелях регионов в целях эффективной реализации кластерных проектов.

International Experience of Clusters’ Exposure: Perspectives of Usage under RF Conditions
The paper presented is aimed at the studying of quantitative and qualitative methods of cluster identification, most often used in the international practice as the basis of the cluster policy development. The article discloses the basic content of the methods under study, their specifics, advantages and disadvantages. It also concentrates on their potential to adequately define all cluster elements and the level of their interconnection. Within the analysis the authors try to assess the possibilities for using the international methods under specific conditions of Russian economy. They also express their own position on possible combination of the methods analyzed to get a clear vision of cluster portfolio of the Russian regions providing the basis for successful implementation of cluster projects.
