Процесс индустриализации во Вьетнаме: сорок лет экономического обновления

С начала всестороннего экономического обновления в 1986 г. процесс индустриализации во Вьетнаме неоднократно переосмысливался и достиг значительных успехов. Двумя основными прорывами в осмыслении процесса индустриализации Коммунистической партией Вьетнама стали переход от импортозамещающей к экспортноориентированной стратегии индустриализации и адаптация процесса индустриализации к конкретным условиям Вьетнама.

Успех индустриализации во Вьетнаме был очевиден благодаря быстрому экономическому росту, реструктуризации экономики в соответствии с общемировым трендом, впечатляющим показателям экспорта, укреплению отношений с ключевыми дипломатическими партнерами и развитию человеческого капитала, опережающему ожидаемый уровень доходов страны. Тем не менее, экономика Вьетнама демонстрирует признаки снижения темпов роста, специализируясь на функциях сборки с низкой добавленной стоимостью, усиливающей региональные диспропорции и неравенство доходов. Это свидетельствует о том, что модель индустриализации страны нуждается в дальнейшей адаптации в новом глобальном контексте. Новая модель должна в большей степени сосредоточиться на построении независимой и самостоятельной внутренней экономики, опираться на основы развития отечественной науки и техники, сосредоточиться на некоторых ключевых отраслях, таких как информационные технологии, электроника или возобновляемые источники энергии, а также отдать приоритет развитию человеческого капитала.
